Developer-Led Wastewater Initiative activated to accelerate housing in Waterford

Minister of State John Cummins has announced the activation of a significant new partnership between builders and Uisce Eireann to speed up wastewater infrastructure to unlock housing supply in Waterford and across the country.
The new initiative allows developers to construct water infrastructure to Uisce Eireann standards for up to 40 units allowing builders to help with the acceleration of housing delivery where existing Uisce Eireann wastewater treatment capacity is not immediately available.
Minister Cummins said: “This is a practical and solution focused reform that will make a difference in Waterford and across the South East.
“This is about cutting red tape, speeding up approvals and ensuring vital services are delivered at speed to bolster housing delivery.
“Waterford is growing and we need infrastructure delivery to match that ambition. This partnership empowers builders to move faster to ensure there are no barriers to delaying housing in our towns, cities and villages.”
Minister Cummins said it is a clear and workable route to ensure where constraints are in wastewater capacity, we avoid delays going forward while safeguarding environmental and public health standards.
Under Developer-Led Wastewater Services Infrastructure, developers working with Uisce Éireann will design and construct wastewater treatment solutions for new housing developments. Once completed, these systems will transfer to Uisce Éireann, who will manage their ongoing operation, maintenance and regulatory compliance.
New Regulations introduce a streamlined registration system for developments of up to 40 homes. Eligible discharges will be managed under new General Binding Rules, avoiding the need for site-specific licences while maintaining environmental and public health standards. The threshold relates only to eligibility for the streamlined General Binding Rules registration system - it does not limit the scope of Developer-Led Wastewater Services Infrastructure. Projects above this threshold follow the standard EnvironmentalProtection Agency environmental authorisation process.
Uisce Éireann will work closely with developers throughout the full process, from initial engagement and planning, to construction and handover, ensuring projects progress efficiently and meet technical and regulatory requirements.
Nature-based treatment solutions are likely to be the most common approach, providing safe, environmentally responsible wastewater treatment. They are treatment approaches that use natural processes, involving plants, soils, microorganisms and natural hydrology, to treat and manage wastewater instead of (or alongside) conventional mechanical treatment plants.
