Minister Cummins confirms funding approval for 8 Starter Purchase homes in Tallow

• 8 new homes to be delivered as part of wider 27-home Garrán Pryne development

Waterford Minister of State for Planning & Local Government, John Cummins TD, has confirmed that funding approval has been granted by his Department, for eight starter purchase home units in the village of Tallow, in County Waterford.

The Garrán Pryne development, on the Michael J. Prendergast Road in Tallow, is currently being developed by DFL David Flynn Ltd in partnership with Waterford City & County Council and the Department of Housing, Local Government and Heritage, for delivery in 2027. With support from the Affordable Housing Fund, 8 the three-bed semi-detached homes will be delivered with an equity of up to €75,000 available – making the homes available from 290k. The Help to Buy Scheme which gives up to €30,000 of your taxes paid over the past four years can also be combined with the Starter Home Purchase Scheme.

Minister Cummins said: “I’m very pleased to announce that following extensive engagement, approval has now been granted for the delivery of eight new Starter Purchase homes in Tallow. This is fantastic news for Tallow, and I know it will be warmly welcomed throughout the community. I also want to acknowledge the support of local residents, and my Fine Gael colleague, Cllr. Niamh O’Donovan, who has worked closely with me to help move this project forward.

“Since becoming a Minister in the Department of Housing, my priority has been on enabling people to live in the communities they know and love, be that through social, affordable or private delivery. That commitment has driven the work I have been doing to modernise rural planning policies, giving more people the opportunity to build homes in their own communities. At the same time, we must continue investing in developments within towns and villages such as Tallow to ensure they grow and thrive.

“The Garrán Pryne development represents the ninth Starter Home Purchase Scheme to be approved in Waterford, and further projects are actively being progressed in communities right across the county.  I want to see mixed-tenure developments like this delivered right across Waterford. We’ve made huge progresses with multiple schemes already delivered or approved in Waterford City, Tramore, Kilmacthomas, Crooke and Ardmore. There will be potential for further Starter Home Purchase Units in Phase 2 of this development – subject to demand and planning approval.”

The Starter Home Purchase Scheme is open to first time buyers or those who qualify for the ‘Fresh Start Principle’ and no longer have a stake in a property. Under this scheme, an equity stake of up to €75,000 can be taken in the property to reduce the mortgage required by a purchaser. The actual equity amount will differ depending on the maximum mortgage approval figure a purchaser can get from a lending institution. The equity stake can be purchased at a future point in time if the owner chooses to do so and no interest is payable.
